Is Hanoi safe?

Very. As a guest in Hanoi and everywhere else in Vietnam, you'd be treated as such. Vietnamese people are very giving, especially toward their guests. Despite accounts of tourists being hustled and hassled by young men looking for trouble around town, of hotel and taxi scams, and other alarming tourist traps, you will find Hanoi to be a very safe place to travel to, except for some petty tourist hassles.

Violent crimes against tourists are unthinkable especially in the city center, but it wouldn't hurt being alert and aware of your surroundings. General precautions apply when walking alone at night (which I would avoid, if you don't know the city all that well) and when shopping in markets, where vendors seem to employ a two-tier pricing system that apply to locals and foreigners.

Traffic is a barely organized chaos everywhere in Vietnam, so be careful when renting a car/bike and driving around on your own. Motorists seem to follow their own traffic rules, so lookout for yourself when on the road.

Basically, just watch your own back and you will be able to enjoy the surprisingly tasteful city.
